Sécurité et lutte contre le terrorisme

En date du 17 novembre 2015, le Vice-Premier ministre, ministre de la Sécurité intérieure Étienne Schneider a rencontré à Bruxelles le président du Parlement européen Martin Schulz.

Suite aux attentats terroristes survenus le 13 novembre 2015 à Paris et afin de renforcer la réponse européenne, cette rencontre a eu comme objectif de s’assurer que le Parlement européen puisse être impliqué au maximum et de manière optimale lors des décisions à prendre en matière de sécurité et de lutte contre le terrorisme.

Dans ce contexte, le président du Parlement européen et le ministre Schneider se sont notamment entretenus sur l’état d’avancement de la proposition de directive relative à l’utilisation des données des dossiers passagers pour la prévention et la détection des infractions terroristes et des formes graves de criminalité, ainsi que pour les enquêtes et les poursuites en la matière (Passenger Name Record - PNR). Après l’adoption du mandat de négociation par le Parlement européen en juillet 2015, les trilogues entre la Présidence luxembourgeoise du Conseil de l’UE et le Parlement européen ont pu être entamés et se poursuivent actuellement à un rythme soutenu.

Martin Schulz a exprimé son soutien à la Présidence luxembourgeoise qui maintient son engagement de conclure les négociations en trilogue avant la fin de l’année, conformément à ce qui est prévu dans son programme de travail. Le président du Parlement européen a témoigné de sa volonté politique pour faire avancer ce dossier.

Consenti par les chefs d’État ou de gouvernement lors du Conseil européen du 30 août 2014, le PNR est considéré comme un instrument en matière de politique sécuritaire où l’UE pourra avancer rapidement et avoir un résultat très concret sous peu.

Étienne Schneider meets the President of the European Parliament Martin Schulz in order to discuss a European response to the Paris attacks

The deputy Prime Minister, Minister of Internal Security Étienne Schneider has met in Brussels, on November 17th, the President of the European Parliament Martin Schulz.

Following the terrorist attacks carried out in Paris on November 13th, and in view to strengthening the European response, the aim of this meeting was to ensure a greater involvement of the European Parliament in the future decisions to be taken on measures on security and in the domain of the fight against terrorism.

In this context, the President of the European Parliament and Minister Schneider discussed the state of play of the negotiation on the proposal for a directive on the use of Passenger Name Record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime. The trilogues between the Luxembourgish Presidency of the Council of the European Union and the European Parliament have been initiated after the vote of the negotiation mandate by the European Parliament in July 2015, and are currently being pursued at a very active pace.

Martin Schulz has confirmed his strong support to the Luxembourgish Presidency which aims to conclude the negotiations by the end of the year, in accordance with the programme of the Luxembourg Presidency. The President of the European Parliament has expressed his strong political will to achieve significant results on this file.

PNR constitutes a valuable tool in the domain of security policy allowing the European Union to quickly achieve concrete results and has been endorsed by the heads of state or government on the occasion of the European Council, which took place on August 30th 2014.
